Once one of the biggest freshwater bodies in the country, Tulare Lake served as a defining characteristic of the San Joaquin Valley in California. Due to settlers’ agricultural needs, it vanished more than a century ago, signaling a major change in the ecology. But Tulare Lake unexpectedly reappeared in 2023, bringing with it a combination of natural rebirth and human suffering.
Importance of Tulare Lake in History
Tulare Lake was a large, colorful body of water in the late 1800s. Located west of the Mississippi River, the greatest freshwater lake was more than 100 miles in length and 30 miles in width. The Tachi Yokut tribe, who were the original inhabitants, called this enormous lake “Pa’ashi” because it sustained a rich and varied environment and was an essential resource.
The historical significance of the lake was emphasized by Northeastern University’s Vivian Underhill, an expert in ethnography and environmental justice. She mentioned that the lake used to be a busy canal, and that steamships would carry agricultural products from Bakersfield all the way to San Francisco, which is almost 300 miles away. Snowmelt from the Sierra Nevada mountains was the lake’s main supply of water, which was crucial to its seasonal and long term water levels.
The Melting Away of Tulare Lake
Tulare Lake’s decline started in the late 1850s and early 1860s as a result of colonial residents’ aspirations for agriculture. Policies of the state of California encouraged “reclamation,” or the conversion of native lands into privately owned arable farmland. This required removing water from marshes and rerouting it to irrigate the San Joaquin Valley’s parched terrain.
Large-scale irrigation systems had successfully drained Tulare Lake by 1890, rerouting its water supply to feed the expanding agricultural sector. Water that formerly supported the lake was redirected by hundreds of irrigation canals that crisscrossed the region. What was once a lakeside setting was transformed into an arid farming zone by this enormous ecological upheaval.
The Surprising Comeback in 2023
A remarkable meteorological occurrence in 2023 revived Tulare Lake. Rapid snowmelt was caused by a combination of high winter snowfall and significant spring rains. Tulare Lake’s rebirth resulted from this inflow of water filling the natural depression where it had previously resided.
According to Vivian Underhill, substantial runoff from the precipitation episodes that caused the snow to melt quickly collected in the Tulare Lake historical basin. The lake was revitalized by this sudden flood, which had significant ecological and societal effects.
The Tachi Yokut tribe discovered breeding burrowing owls, a species listed as “vulnerable” by the U.S. Fish and Wildlife Service, near the lake’s edges.
The lake’s recovery probably resulted from the rainfall and flooding bringing back fish and amphibian species. This restoration of aquatic life contributed to the restoration of a more harmonious and flourishing environment, evoking memories of the lake’s former biodiversity.
Spiritual and Cultural Significance
The Tachi Yokut tribe saw Tulare Lake’s rebirth as a significant and sacred occurrence. With a long history together, the tribe regarded the lake’s return as a chance to reestablish ties to their ancestral homelands and customs. They conducted rituals beside the lake and went back to hunting and fishing, which had been out of the question for more than a century.
The Tachi Yokut people’s feeling of continuity and reclamation was strengthened by this cultural rebirth, which also strengthened their ties to Tulare Lake and their identity.
Obstacles in Agriculture
The environment and indigenous culture benefited greatly from Tulare Lake’s restoration, but the area’s agricultural industry faced serious difficulties as a result.
Large tracts of farmland were submerged by the storm, which caused significant financial losses for farmers and agricultural laborers. The rising waters caused many farmworkers to lose their homes and means of subsistence, underscoring the difficult balance that exists between natural water management and agricultural needs.

Underhill made the suggestion that California might want to reevaluate how it is handling Tulare Lake. There may be big benefits to keeping Tulare Lake in place given the likelihood of future floods and the lake’s ecological benefits. Because of the lake, there may be new business prospects that balance the requirements of the environment with human activities, such eco-tourism and sustainable fishing.
Tulare Lake’s reappearance acts as a reminder of the area’s past hydrological cycles. Prior to its extensive agricultural growth, the San Joaquin Valley was home to a variety of ecosystems supported by its lakes and marshes. In this longer geological timescale, the modern irrigation-dependent agriculture reflects a comparatively short period of time.
